The developments briefly allowed UAE-backed southern separatists to seize control of two provinces bordering Saudi Arabia, prompting a military response from Riyadh and straining relations between the two regional allies.<\/p>\n<h4 data-start=\"1341\" data-end=\"1370\">A Broad but Bulky Cabinet<\/h4>\n<p data-start=\"1372\" data-end=\"1625\">The newly formed 35-member cabinet is larger than its predecessor, expanding by 10 posts. Its members come from a wide range of political affiliations, regions, and professional backgrounds, including economics, law, public administration, and academia.<\/p>\n<p data-start=\"1627\" data-end=\"1855\">Supporters see the broad composition as an attempt to reflect Yemen\u2019s diversity and stabilise governance. Critics, however, argue it represents a redistribution of influence among entrenched elites rather than meaningful reform.<\/p>\n<p data-start=\"1857\" data-end=\"2028\">Yemeni political researcher Yaseen al-Tamimi said the size of the cabinet reflects a return to a politics of appeasement, designed to accommodate rival groups and regions.<\/p>\n<p data-start=\"2030\" data-end=\"2223\">\u201cWhile this approach places a heavy burden on the state\u2019s finances, the current phase requires power-sharing to bring factions into alignment with the government\u2019s agenda,\u201d she told Al Jazeera.<\/p>\n<p data-start=\"2225\" data-end=\"2406\">Al-Tamimi added that the cabinet appears to be the product of intense negotiations aimed at presenting a team capable of exercising political responsibility during a fragile period.<\/p>\n<h4 data-start=\"2408\" data-end=\"2451\">Government Priorities and Saudi Support<\/h4>\n<p data-start=\"2453\" data-end=\"2661\">Prime Minister <a href=\"https:\/\/al-ahwaz.com\/\"><strong data-start=\"2468\" data-end=\"2509\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Shaya Mohsen al-Zindani<\/span><\/span><\/strong><\/a> said the new cabinet would prioritise improving living conditions, restoring basic services, fighting corruption, and strengthening state institutions.<\/p>\n<p data-start=\"2663\" data-end=\"2859\">In a statement, he said these efforts were essential to counter the influence of the <a href=\"https:\/\/al-ahwaz.com\/\"><strong data-start=\"2748\" data-end=\"2789\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Houthi movement<\/span><\/span><\/strong><\/a>, which controls much of northern Yemen, including the capital, Sanaa.<\/p>\n<p data-start=\"2861\" data-end=\"3073\">The PLC currently governs from the southern port city of Aden, having consolidated control over parts of the south with Saudi backing. Roughly 18 million Yemenis\u2014about half the population\u2014are experiencing severe food insecurity, with tens of thousands living in famine-like conditions.<\/p>\n<p data-start=\"4329\" data-end=\"4464\">Analysts say addressing humanitarian needs will be a key test of the government\u2019s credibility, particularly in areas under its control.<\/p>\n<h4 data-start=\"4466\" data-end=\"4501\">Women\u2019s Representation Welcomed<\/h4>\n<p data-start=\"4503\" data-end=\"4793\">The new cabinet includes three women, a notable increase compared with previous governments. Afrah al-Zuba was appointed minister of planning and international cooperation, Ishraq al-Maqatri became minister of legal affairs, and Ahed Jaasous was named minister of state for women\u2019s affairs.<\/p>\n<p data-start=\"4795\" data-end=\"5021\">Activists welcomed the appointments as a positive signal. While some residents urged patience, others\u2014particularly supporters of the STC\u2014rejected the new government outright.<\/p>\n<p data-start=\"5483\" data-end=\"5644\">Ahmed Maher, a journalist in Aden, said the cabinet should be judged by its actions rather than its composition. \u201cThis is a beginning, not an endpoint,\u201d he said.<\/p>\n<p data-start=\"5646\" data-end=\"5946\">Tribal groups in Hadramout province criticised the cabinet\u2019s formation process, arguing it failed to address deeper political grievances or provide a comprehensive solution for the south\u2019s future. Southern separatists continue to call for independence, staging protests and rejecting Saudi influence.<\/p>\n<h4 data-start=\"5948\" data-end=\"5971\">Unity Still Elusive<\/h4>\n<p data-start=\"5973\" data-end=\"6086\">Despite the cabinet\u2019s broad makeup, observers say repairing Yemen\u2019s fractured unity remains a daunting challenge.<\/p>\n<p data-start=\"6088\" data-end=\"6315\">\u201cThe war has deeply damaged national cohesion,\u201d said al-Samei. \u201cEven within the south, divisions persist. Whether this government can stabilise the south and challenge Houthi control in the north will determine Yemen\u2019s future.\u201d<\/p>\n<p data-start=\"6317\" data-end=\"6593\">The Houthis have dismissed the PLC as illegitimate, insisting that authority comes from control on the ground rather than international recognition.
