A separate plan in <strong data-start=\"830\" data-end=\"871\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Sheikh Jarrah<\/span><\/span><\/strong> would displace about 40 Palestinian families.<\/p>\n<p data-start=\"919\" data-end=\"1057\">To assess the broader implications, Al Jazeera spoke with Suhail Khalilieh, a political analyst specializing in Israeli settlement policy.<\/p>\n<hr data-start=\"1059\" data-end=\"1062\" \/>\n<h4 data-start=\"1064\" data-end=\"1106\"><strong data-start=\"1069\" data-end=\"1106\">US Backing and the \u2018Trump Factor\u2019<\/strong><\/h4>\n<p data-start=\"1108\" data-end=\"1395\">Khalilieh said the revival of the Atarot project, which was briefly shelved in late 2025, reflects changing geopolitical conditions following recent talks between Israeli Prime Minister <strong data-start=\"1294\" data-end=\"1335\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Benjamin Netanyahu<\/span><\/span><\/strong> and US President <strong data-start=\"1353\" data-end=\"1394\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Donald Trump<\/span><\/span><\/strong>.<\/p>\n<p data-start=\"1397\" data-end=\"1700\">\u201cThat meeting effectively signaled approval for continued settlement expansion,\u201d Khalilieh said. He added that Washington\u2019s stance on Jerusalem \u2014 treating it as outside any future negotiations \u2014 has emboldened Israeli authorities to move ahead with projects that previously faced international pushback.<\/p>\n<p data-start=\"1702\" data-end=\"1817\">International criticism, he said, has increasingly been limited to verbal objections without tangible consequences.<\/p>\n<hr data-start=\"1819\" data-end=\"1822\" \/>\n<h4 data-start=\"1824\" data-end=\"1864\"><strong data-start=\"1829\" data-end=\"1864\">Redrawing Jerusalem\u2019s Geography<\/strong><\/h4>\n<p data-start=\"1866\" data-end=\"2015\">The Atarot project is about more than housing, Khalilieh argued, describing it as part of a strategic plan to reshape Jerusalem and its surroundings.<\/p>\n<p data-start=\"2017\" data-end=\"2134\">He said the project fits into three main settlement corridors intended to complete the vision of \u201cGreater Jerusalem\u201d:<\/p>\n<ul data-start=\"2136\" data-end=\"2459\">\n<li data-start=\"2136\" data-end=\"2256\">\n<p data-start=\"2138\" data-end=\"2256\"><strong data-start=\"2138\" data-end=\"2148\">North:<\/strong> Atarot would link East Jerusalem with the Givat Zeev settlement bloc, cutting the city off from Ramallah.<\/p>\n<\/li>\n<li data-start=\"2257\" data-end=\"2339\">\n<p data-start=\"2259\" data-end=\"2339\"><strong data-start=\"2259\" data-end=\"2268\">East:<\/strong> The E1 plan aims to connect East Jerusalem to the Maale Adumim bloc.<\/p>\n<\/li>\n<li data-start=\"2340\" data-end=\"2459\">\n<p data-start=\"2342\" data-end=\"2459\"><strong data-start=\"2342\" data-end=\"2352\">South:<\/strong> Expansion in Har Gilo and the proposed Nahal Heletz settlement would tie the city to the Gush Etzion bloc.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2461\" data-end=\"2644\">Together, Khalilieh said, these moves would dramatically expand Israeli-controlled Jerusalem, making the establishment of a data-end=\"2697\">Pressure on Palestinian Neighborhoods<\/strong><\/h4>\n<p data-start=\"2699\" data-end=\"2895\">In parallel, the Nahalat Shimon project in Sheikh Jarrah focuses on areas surrounding the Old City, part of what Khalilieh described as a long-running effort to encircle Palestinian neighborhoods.<\/p>\n<p data-start=\"2897\" data-end=\"3119\">\u201cThe aim is to fragment communities such as Silwan, the Mount of Olives and Sheikh Jarrah into isolated pockets,\u201d he said, warning that this would erode the social and geographic continuity of Palestinian life in the city.<\/p>\n<p data-start=\"3121\" data-end=\"3241\">He added that increased demolitions and settlement activity around the Old City risk gradually forcing Palestinians out.<\/p>\n<hr data-start=\"3243\" data-end=\"3246\" \/>\n<h4 data-start=\"3248\" data-end=\"3287\"><strong data-start=\"3253\" data-end=\"3287\">\u2018Silent Displacement\u2019 Concerns<\/strong><\/h4>\n<p data-start=\"3289\" data-end=\"3455\">Khalilieh said Israeli authorities often frame such projects in neutral planning language like \u201curban renewal,\u201d masking what he described as a policy of displacement.<\/p>\n<p data-start=\"3457\" data-end=\"3720\">He pointed to a sharp rise in home demolitions in East Jerusalem and to economic pressures such as the unification of the Arnona municipal tax, which requires residents of poorer Palestinian areas to pay the same rates as those in wealthier Israeli neighborhoods.<\/p>\n<p data-start=\"3722\" data-end=\"3801\">\u201cThese combined pressures amount to a silent form of forced transfer,\u201d he said.<\/p>\n<hr data-start=\"3803\" data-end=\"3806\" \/>\n<h4 data-start=\"3808\" data-end=\"3854\"><strong data-start=\"3813\" data-end=\"3854\">Calls for Urgent International Action<\/strong><\/h4>\n<p data-start=\"3856\" data-end=\"4186\">Khalilieh warned that once construction begins, reversing developments on the ground becomes politically and practically difficult.
